[winswitch] libwebp soname bump

Hi, Antoine!

libwebp just recently bumped soname.  It seems to work fine with
python-webm/xpra still so I went ahead and fixed up the split-off
Fedora python-webm package.

You might want to fix your bundled copy as well so you can get ahead
of distros upgrading.  :-)
