[winswitch] xpra upgrade still failing in 0.13.3

I've just verified again and 0.13.3 upgrades fine here.
My guess is that the session you upgraded was running on a server which
was not running 0.13.3 but an older version, and therefore did not have
the fix...
Until the server is running a version with the fix, you have to use the
workaround I posted earlier:
xpra exit
xpra start --use-display
