Definitely not.
There is no way to know in advance how many windows a session will need.
Almost every tooltip, every drop down menu, every alert box is in fact
its own window.
Stopping at an arbitrary set number would be a recipe for disaster.
If you have applications that misbehave, fix those applications.
(though obviously, if they only misbehave in Xpra, we should fix that)
