This has been confirmed as a Cython 0.21 bug which I have reported upstream.
The xpra fix is very simple:
http://xpra.org/trac/changeset/7590/xpra
And I've pushed updated Ubuntu 12.04 packages to the repository.
Ubuntu 12.04 was the only platform affected.
