[winswitch] [ANNOUNCE] xpra 0.14.16 (many fixes)

Hi,

Because of some regressions in 0.14.15 and the holidays which limited
the amount of testing, this stable update took a little bit longer than
usual.
It should finally fix a number of window handling issues, as well as
various platform specific build issues and other minor refresh issues.
Those on less than full speed connection may also see a noticeable
performance improvement.
