[winswitch] build error

python-rencode (and alot of others) were left out of the repository for
Ubuntu 14.10 .... and re-added at late 15 and is avalaible for Xinal(ubuntu
16)

0.15.8+dfsg-1 is the one shown as current by the package manager ... does
that have the patches you previously mentioned ...??
