If you look in your server log file, you will find this message:
Error: cannot import websockify connection handler:
 the html server will not be available

That's because the version of websockify in Ubuntu Trusty is way too old
to work.

Your options:
* upgrade Ubuntu Trusty to a newer version: Xenial is known to work.
* upgrade websockify, just remove the package already installed and
install the latest version from source:
apt-get remove websockify
apt-get install setuptools
easy_install websockify
