[winswitch] [ANNOUNCE] Xpra LTS 3.1.6

Hi,

Although the 3.1.x LTS branch was EOLed earlier this year, there was 
enough interest from sponsors to make at least one more release.
Another very good reason for this release is to ensure that a default 
installation using the xpra.org repositories does not install vulnerable 
versions of libwebp and libvpx.
The RHEL 7.x (CentOS based) builds do ship these two libraries and the 
only safe way to update them was to rebuild xpra against the newer, safe 
version.

This release also includes 6 months worth of accumulated fixes.
Some of these are critical (crashes, leaks, etc), then there are also 
some compatibility and network issues, system tray and notification 
fixes and a bunch of more cosmetic / correctness changes.

Updating is strongly recommended for those still using the 3.1.x LTS branch.
