The original plan was to release 6.5 sooner, but since this has not happened yet, it makes sense to have one last release from the v6.4.x branch to tidy up all the loose ends. There are no scary issues, and there is no urgency to update if you are not affected - that said, with close to 100 bugs, chances are that at least one bug does affect most users. This catches up with all the bug fixes that were already included in the stable branch. There is nothing scary about these issues, and so there is no urgency to update if you were not affected. That said, updating is always recommended and the MS Windows builds do include many updates to the underlying libraries, including some vulnerabilities, see the SBOM for details.
