[winswitch] [ANNOUNCE] xpra 0.14.15 (many fixes)

Hi,

This update fixes quite a few issues, mostly with window state handling:
some were recent regressions with window decorations (more fixes still
to come in that area), others were more ancient bugs.
There is no urgency to update if you were not affected by them.

The binary builds (MS Windows and OSX) and the RPM repositories now
include Cython 0.21.2 and ffmpeg 2.4.5

* fix dialog windows wrongly shown without decorations
* fix border paint mode with OpenGL
